Providence Police Department Holds Promotions Ceremony

Members of the Providence Police Department promoted to rank of Major, Sergeant, and Detective

Police Chief Dean M. Esserman, Mayor David N. Cicilline and members of the Providence Police Department gathered today, December 22, 2010 at 11:00 AM, for a promotion ceremony in the 2nd floor atrium at the Providence Public Safety Complex, 325 Washington Street Providence, RI 02903.

Twenty-one officers were promoted:

INSPECTOR FRANCISCO COLON
INTERNAL INVESTIGATIONS & INSPECTIONS DIVISION
PROMOTED TO THE RANK OF MAJOR

Inspector Francisco Colon was appointed to the Providence Police Department 24 years ago, on March 1, 1987 after graduating from the 50th Providence Police Academy. He was assigned to the Patrol Bureau, Uniform Division. He was later appointed to the Special Investigations Bureau where he served as a narcotics investigator until 1994. That year he returned to the Uniformed Division where he was assigned to the Community Police Unit assigned to the South Providence Area.

In 1995 Inspector Francisco Colon was promoted to the rank of Detective and assigned to the Investigative Division where he served until the year 2000. In 2000 Inspector Colon was promoted to the rank of Sergeant and served as a Detective Sergeant within the Investigative Division. In June of 2003 Colonel Dean Esserman appointed Inspector Colon the Department Inspector, commanding the Internal Investigations and Inspections Division. In 2007 Inspector Colon was promoted to the rank of Lieutenant and continued to serve as Department Inspector.

Inspector Colon attended Alexander Hamilton High School in Brooklyn New York. He received his Bachelor of Science degree in Criminal Justice with a minor in Public Administration from Roger Williams University. Furthermore, Inspector Colon graduated from the 31st session of Harvard University's Senior Manage Institute for Police. Additionally, Inspector Colon has attended and instructed at numerous law enforcement training seminars.

Inspector Colon is the recipient of numerous commendations for excellent police work and devotion to duty; including Four (4) Chief's Awards, the American Legion Award, The City Counsel Award, the United States Customs Service Award and the Outside Agency Award. In 1991 Inspector Colon was formally recognized by the Federal Bureau of Investigation (FBI) for his undercover work in an 18 month investigation which resulted in 14 arrests and the seizure of 1,353 pounds of Cocaine. In 1995 he was recognized by the United States Customs Service for his participation in an investigation into the illegal sales and exportation of firearms.

Frank and his wife Damaris are the proud parents of Francisco Jr., a graduate of the 65th Providence Police Academy, Savannah age 25, and Brandon Miguel age 13. In two weeks, they will celebrate their 30th wedding anniversary - on January 17, 2011.

DETECTIVE JAMES BARROS
DETECTIVE BUREAU, INVESTIGATIVE DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISON

Detective James Barros was appointed to the Providence Police Department as a Patrol Officer on November 10, 2003. He served in the Patrol Bureau for seven (7) years and was assigned to District 6 from 2005 - 2010. In March of 2010 he was promoted to the rank of Detective and assigned to the Investigative Division where he currently serves.

Detective Barros is a member of the Department's Special Response Unit as well as the Rhode Island Weapons of Mass Destruction (WMD) Tactical Team. He received a Letter of Commendation in 2003 for his apprehension of a bank robbery suspect with over $20,000 cash and possession of a firearm. He was awarded the Combat Ribbon in January, 2004 for an ambush/shooting in Chad Brown Housing Development involving a felon in possession of a firearm.

Detective Barros is a graduate of Bryant University with a Bachelor of Science Degree in Business Administration, Cum Laude.

His father is Ronald Barros.

OFFICER JULIE PRYDE
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISON

Officer Julie Pryde was appointed to the Providence Police Department on January 7, 2005 and was assigned to the Patrol Bureau, Uniform Division where she currently serves. Officer Pryde was a graduate of the 62nd Recruit Class where she ranked first academically.

Officer Pryde graduated from Glen Este High School in Cincinnati, Ohio in 1988. In 1992 she received her Bachelor of Arts Degree from Brown University.

Julie's parents are Thomas and Linda Pryde of Tucson, Arizona. She has a brother, Eric and sister, Mary; both of Cincinnati, Ohio. Her partner of 17 years is Andrea Harris.

DETECTIVE MICHELLE GUERETTE
YOUTH SERVICES BUREAU, INVESTIGATIVE DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Officer Michelle Guerette was appointed to the Providence Police Department as a Patrol Officer on May 25, 1997 and was assigned to the Uniform Division where she served until 1999. Officer Guerette has also served in the Narcotics & Organized Crime Bureau, and the Accreditation and Planning Bureau. She is currently assigned as a Detective in the Youth Services Bureau.

Officer Guerette has received several Letters of Commendation recognizing her accomplishments as a Police Officer and a Field Training Officer. In 2009 Officer Guerette was flown to Dallas, Texas where she was the recipient of the distinguished "Ethical Courage Award" from the Center for Law Enforcement Administration. Furthermore, she is a member of the Department's Rifle Team.

Michelle is a graduate of Waterford High School, and will be attending the Community College of Rhode Island in January, 2011.

Michelle is the proud mother of Rowan, age 15. She is the daughter of Ronald Guerette and has one brother, Michael.

DETECTIVE STEPHEN GENCARELLA
ROBBERY SQUAD, INVESTIGATIVE DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Officer Stephen Gencarella was appointed to the Providence Police Department on May 25, 1997 and was assigned to the Patrol Bureau, Uniform Division where he served until September, 2003. He was a Field Training Officer from 1999 - 2003 and a member of the Rifle Team. In 2005 Officer Gencarella was promoted to the rank of Detective and assigned to the Youth Services Bureau. He was a former member of the Gun Task Force, and Special Response Unit. Detective Gencarella currently serves as a Detective in the Investigative Division, Robbery Squad. Additionally, Detective Gencarella is a member of the Peer Support Unit.

Detective Gencarella's Personnel File is replete with commendation letters and awards for outstanding police work. He has been the recipient of the: Mayor's Award, City Council Award, Chief's Award, American Legion Award, Unit Citation, and Rhode Island State Senate Citation.

Detective Gencarella is the proud son of John and Louise Gencarella and his stepmother Grace. He has a sister, Linda and brother, David.

DETECTIVE ROBERT YEKELCHIK
BUREAU OF CRIMINAL IDENTIFICATION, INVESTIGASTIVE DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Detective Robert Yekelchik was appointed to the Providence Police Department as a Patrol Officer on August 25, 1995 and was assigned to the Patrol Bureau, Uniform Division. He was promoted to the rank of Detective in 2002 and assigned to the Bureau of Criminal Identification, Investigative Division.

Detective Yekelchik has received numerous letters of commendation and awards. He is the recipient of the: City Council Award, the V.F.W. Award, the Providence Police Department Vigilant Ribbon, the 2000 National Association of Police Officers (N.A.P.O.) Top Cops Award, and the Department Employee of the Month. Furthermore, Detective Yekelchik has been certified as an expert witness in Latent Fingerprint Examination.

Robert is a graduate of LaSalle Academy. He received his Bachelor of Science Degree from Springfield College and graduated from the University of Rhode Island State Crime Lab in 2003.

Robert and his wife, Kerri, are the proud parents of three children; Kyle, age 10, Leah, age 9, and Jaina age 5.

DETECTIVE DAVID MARCHANT
DETECTIVE BUREAU, INVESTIGASTIVE DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Detective David Marchant was appointed to the Providence Police Department on May 13, 1994 and was assigned to the Patrol Bureau, Uniform Division where he served until 2003. In September, 2003 he was promoted to the rank of Detective and transferred to the Investigative Division. Detective Marchant has served the last six (6) years in the Financial Crimes Unit.

Detective Marchant has a Bachelor of Science Degree in Criminal Justice and an Associate of Science in Accounting from Bryant College. He has a Bachelor of Arts Degree in Psychology from Rhode Island College and in 1996 he received his Masters Degree in Administration of Justice from Salve Regina University.

David is married to Michelle Therrien-Marchant. He has three step children, Edward, age 19, Meaghan, age 18, and Chistian, age 15.

DETECTIVE TIMOTHY MCGANN
DETECTIVE BUREAU, INVESTIGATIVE DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Detective Timothy McGann was appointed to the Providence Police Department on May 13, 1994 and was assigned to the Patrol Bureau, Uniform Division. In September, 1997, he was transferred to the Community Police Bureau. He was promoted to the rank of Detective and assigned to the Investigative Division in March, 2001, and in August, 2005 was assigned to the Robbery Squad.

Officer McGann's file is replete with numerous awards and commendations for his outstanding police work and devotion to duty.

Timothy graduated from Our Lady of Providence in 1988. He has a Bachelors Degree in Criminal Justice from Roger Williams University, and a Masters in Criminal Justice from Boston University. Detective McGann served his country as a member of the United State Army from 1988 - 1992.

Tim and his wife Tina have two children, Colin, age 10 and Alison, age 7.

SERGEANT TIMOTHY MCGANN

DETECTIVE BUREAU, INVESTIGATIVE DIVISION

PATROL BUREAU, UNIFORM DIVISION

Detective Terrence Green was appointed to the Providence Police Department on May 13, 1994 and was assigned to the Patrol Bureau, Uniform Division where he served until 1996. He served in the Community Police Unit from 1996 - 2000. Officer Green was then transferred to the Youth Services Bureau as a School Resource Officer from 2000 - 2006. On August 9, 2006 he was promoted to the rank of Detective and assigned to the Investigative Division where he currently serves.

Detective Green's personnel file is replete with numerous Awards of Merit and Letters of Commendation for outstanding police work. He has been recognized for meritorious work involving homicides, robberies, firearms, and burglaries. As a Detective assigned to the First Squad he has participated in numerous homicide, shootings, and gang-related investigations.

Terrence graduated from Central High School. He has a Bachelors Degree in Criminal Justice from Rhode Island College. In 2004, Rhode College awarded Detective Green its Alumni Award in the field of Law Enforcement for his work with youths in the City of Providence.

Terrence has three brothers and three sisters. One of his brothers, Maurice Green, is a 20 year veteran of the Providence Police Department. Terrence is the proud son of Juanita Green and he has a son Terrence, age 21.

OFFICER JOSEPH R. DUFAULT
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Officer Joseph R. DuFault was appointed to the Providence Police Department as a Patrol Officer on January 7, 2005. During his time in the Patrol Bureau he received certification as a Field Training Officer and DUI operator. Officer DeFault began serving as a Field Training Officer in 2010. He has worked the Out Last Shift for the last 4 years, assigned to District 2.

Officer DuFault has received several letters of Commendation for outstanding police work and devotion to duty.

Joseph has a Bachelor of Science Degree in Criminal Justice from Roger Williams University.

He is married to Kelan DuFault. His parents are Robert and Alice DuFault.

OFFICER ALBERT M. DECRISTOFANO
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF SERGEANT
PATROL BUREAU, UNIFORM DIVISION

Officer Albert M. DeCristofano was appointed to the Providence Police Department as a Patrol Officer on May 13, 1994 and was assigned to the Uniform Division. Officer DeCristofano was a member of the Department's K-9 Unit from 1995 - 2002. He was then transferred to the Investigative Division, Bureau of Criminal Identification where he served from 2004 - 2007. He currently serves in the Patrol Bureau, Uniform Division.

In 1999 Officer DeCristofano was the recipient of the American Legion Award for alerting and bringing to safety tenants of a house fire without the assistance of a dispatch call.

Albert is a graduate of Ponaganset High School and received his Associates Degree in Criminal Justice for the Community College of Rhode Island. He graduated from the University of Rhode Island Crime Lab where he studied Scientific Evidence I and II.

Albert is married to his wife, Christina, and they are the proud parents of Gustavo, age 6, Domenic, age 2, and Ava, who is 11 months old. His father is Retired Major Albert M. DeCristofano of the North Providence Police Department.

OFFICER CHRISTOPHER CURRIER
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF DETECTIVE
DETECTIVE BUREAU, INVESTIGATIVE DIVISION

Officer Christopher Currier was appointed to the Providence Police Department as a Patrol Officer on August 4, 2002 and was assigned to the Uniform Division where he served until 2006. Officer Currier was then transferred to the Narcotics and Organized Crime Bureau, where he served from 2006 - 2009. He is currently assigned as a Patrol Officer in the Uniform Division. During his time in the Patrol Bureau he served as a Field Training Officer to newly hired police officers, and is a member of the departments Shotgun / Less Lethal Team.

Officer Currier has received several letters of commendation and awards recognizing his accomplishments as a Police Officer and Field Training Officer. He has received the Rhode Department of Attorney General's Justice Award, and the Mayors Citation.

Prior to joining Providence Police Department Officer Currier graduated from the Rhode Island Municipal Academy and served as a Patrol Officer with the North Kingstown Police Department.

Christopher graduated from the University of Rhode Island with a Bachelors Degree in Sociology.

His parents are Karen and James Currier.

OFFICER CARLOS SICAL
NARCOTICS & ORGANIZED CRIME BUREAU, INVESTIGATIVE DIVISION
PROMOTED TO THE RANK OF DETECTIVE
DETECTIVE BUREAU, INVESTIGATIVE DIVISION

Officer Carlos Sical was appointed to the Providence Police Department as a Patrol Officer on August 4, 2002 and was assigned to the Uniform Division where he served for three (3) years. In November, 2005 he was assigned to the Narcotics and Organized Crime Bureau, where he currently serves.

Officer Sical graduated from Classical High School in 1996, and then enlisted in the United States Marine Corps - Infantry- where he served for 4 years.

Officer Sical has been recognized several times for his outstanding police work. He was the recipient of the Attorney Generals Justice Award, the Providence Police Department's Chiefs Award, the American Legion Award, and the Mayor's Citizens Award.

Carlos and his wife Dorivel are the proud parents of three sons, Yandel, age 4, Adriel, age 3, and Gabriel, age 2.

OFFICER THEODORE MICHAEL
SPECIAL VICTIMS UNIT, INVESTIGATIVE DIVISION

Officer Theodore Michael was appointed to the Providence Police Department as a Patrol Officer on November 10, 2003 and was assigned to the Uniform Division where he served until 2008. During his time in the Patrol Bureau, Officer Michael was a Field Training Officer, a member of the Crisis Negotiation Team, the Shotgun / Less Lethal Team, and was assigned to the Neighborhood Response Team (NRT) with the Rhode Island State Police. In 2008 Officer Michael was transferred to the Investigative Division, Special Victims Unit, a position he currently holds.

Theodore graduated from Rogers High School in 1988. He then graduated from Salve Regina University with a Bachelors Degree in Administration of Justice.

Officer Michaels is married to Aileen. They have two beautiful daughters, Kate, age 5, and Jill, age 4. His mother is Ronnie Michael.

OFFICER JONATHAN PRIMIANO

Officer Jonathan Primiano was appointed to the Providence Police Department as a Patrol Officer on August 4, 2002 and was assigned to the Uniform Division where he served until September, 2005. He then was assigned to the Gun Task Force/Violent Crimes Task Force from September, 2005 - August, 2009. Officer Primiano is currently assigned as a Patrol Officer in the Uniform Division.

Officer Primiano has been the recipient of several awards acknowledging his outstanding police work. He has been awarded the: First Place, Fraternal Order of Police Award; Second Place, Rhea Archambault Memorial Award; Three (3) City Council Awards, and in 2007 he received a Unit Citation while serving on the Department's Violent Crimes Task Force.

Prior to joining the Providence Police Department Jonathan graduated from the Rhode Island Municipal Police Academy and served as a Patrolman with the Warren Police Department from 1998 - 2002.

Jonathan graduated from LaSalle Academy and is currently enrolled at Roger Williams University in the Criminal Justice Program.

He is married to Jennifer and his step daughter is Gianna. His father is retired Sergeant Anthony Primiano from the Warren Police Department and his mother is Carol Galinelli.

OFFICER ERNEST FORLINI, JR.
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF DETECTIVE
YOUTH SERVICES BUREAU, INVESTIGATIVE DIVISION

Officer Ernest Forlini was appointed to the Providence Police Department as a Patrol Officer on November 10, 2003 and was assigned to the Uniform Division where he has served the last seven (7) years.

Officer Forlini served as a police officer on the Seekonk Police Department from 1999 - 2003 before attending the Providence Police Department's Training Academy.

Ernest graduated from Classical High School and has a Bachelors Degree from Rhode Island College - Magna Cum Laude in Justice Studies. Currently, he is enrolled in the Masters Program at Boston University in Criminal Justice. He is scheduled to graduate in the Fall of 2011.

He has a daughter, Jacqueline, age 10, and a son, Nicholas, age 6. His girlfriend is Julie LaRosee. Ernest is the proud son of Ernest Sr. and Marie Forlini. He has a sister, Christine.

OFFICER JOSEPH R. HANLEY, III
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF DETECTIVE
YOUTH SERVICES BUREAU, INVESTIGATIVE DIVISION

Officer Joseph R. Hanley, III was appointed to the Providence Police Department as a Patrol Officer on November 10, 2003 and was assigned to the Uniform Division where he served until 2008. In November of 2008 he was transferred to the Violent Crime Task Force. Officer Hanley currently serves in the Patrol Bureau, Uniform Division.

Officer Hanley served as a member of the Field Training Program, Honor Guard, Neighborhood Response Team, Rifle Team, and as a Background Investigator for the Department's 66th Recruit Class.

Officer Hanley has been the recipient of several awards and commendations recognizing his outstanding police work. He has been awarded: the Fraternal Order of Police Award for overall achievement, including two apprehensions for armed robberies in progress; the Chief's Award, the City Council Award, the American Legion Award, the Outside Agency Award, and the Citizens Award. In 2009, he was involved in the apprehension of Donald Young for murder as he was hiding out in a house in the West End of Providence and in 2010, while training a recruit from the 66th Police Academy, he apprehended two suspects wanted in separate murders from Connecticut and Puerto Rico.

Officer Hanley graduated from Waltham High School and is currently enrolled in the Criminal Justice Program and Roger Williams University.

His long-time girlfriend is Lisa M. Silveira, a State Trooper with Rhode Island State Police. Joseph's father is Retired Lieutenant Joseph R. Hanley, Jr. of the Waltham Police Department. His brother is Officer Paul F. Hanley, a 17 year veteran of the Waltham Police Department.

OFFICER THOMAS KANE
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF DETECTIVE
YOUTH SERVICES BUREAU, INVESTIGATIVE DIVISION

Officer Thomas Kane was appointed to the Providence Police Department on August 4, 2002 and was assigned to the Uniform Division where he currently serves. He is a member of the department's Marine Unit and Dive Team; and was a former member of the Bicycle Patrol Unit.

Thomas graduated Mount Saint Charles High School. He attended the University of South Carolina, and received a Bachelor of Science Degree in Human Resource Management from Rhode Island College.

His wife is Michaela. He has a brother, David; and two sisters, Deborah and Amy Maratea.

OFFICER DWIGHT EDDY
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF DETECTIVE
YOUTH SERVICES BUREAU, INVESTIGATIVE DIVISION

Officer Dwight Eddy was appointed to the Providence Police Department as a Patrol Officer on August 4, 2002 and was assigned to the Uniform Division where he has served the last eight (8) years. During his time in the Patrol Bureau he became certified in Emergency Vehicle Operations Course (EVOC) and a Certified Crisis Responder Trainer (CCRT).

Officer Eddy served as a Reserve Officer in the Providence Police Department's Housing Unit from 1993 - 2002 prior to his appointment as a Providence Police Officer.

Dwight graduated the Community College of Rhode Island in 1994 with an Associates Degree in Criminal Justice.

Dwight and his wife Lisa are the proud parents of three children; Michael, age 20, Stephen, age 19, and Alexander, age, 17.

OFFICER DONNA NEWTON
PATROL BUREAU, UNIFORMED DIVISION
PROMOTED TO THE RANK OF DETECTIVE
BUREAU OF CRIMINAL IDENTIFICATION, INVESTIGATIVE DIVISION

Officer Donna Newton was appointed to the Providence Police Department as a Patrol Officer on November 10, 2003 and was assigned to the Uniform Division where she currently still serves. She was temporarily detailed to the Bureau of Criminal Identification from August, 2009 to February, 2010. Additionally, Officer Newton is a member of the Department's Shotgun/Less Lethal Weapons Team.

Officer Newton graduated from Lincoln High School. She obtained an Associates Degree in Criminal Justice from the Community College of Rhode Island. She also attended the Bureau of Criminal Identification School at the University of Rhode Island.

Donna is married to Officer Frank Newton, also with the Providence Police Department. Her mother is June Therien.

OFFICER SHAWN KENNEDY
GANG INTERVENTION UNIT, INVESTIGATIVE DIVISION
PROMOTED TO THE RANK OF DETECTIVE
BUREAU OF CRIMINAL IDENTIFICATION, INVESTIGATIVE DIVISION

Officer Shawn Kennedy was appointed to the Providence Police Department as a Patrol Officer on August 4, 2002 and was assigned to the Uniform Division where he served until December, 2005. He was then transferred to the Investigative Division, Youth Services Bureau as a member of the Gang Intervention Unit where he currently serves.

Officer Kennedy's personnel file is replete with letters of Commendation and Appreciation recognizing his accomplishments as a Police Officer. He has been the recipient of several awards for his involvement in the arrests / investigations of violent felons and gang members. In 2006 Officer Kennedy was the recipient of the Fraternal Order of Police Award for outstanding police work.

Shawn is currently working towards his Bachelors Degree in Criminal Justice at the University of Rhode Island.

Shawn comes from a family of Law Enforcement. His parents are Commander Paul Kennedy, Providence Police Department, and Gloria. His two uncles, James and John Mellor, are both Providence Police Officers, his grandfather is retired Detective Sergeant Donald Kennedy, Sr., and his uncle is retired Officer Michael Marcoccio. His girlfriend is Rosemarie Chin, Patrolwoman for the Providence Police Department. Shawn and Rosemarie are the proud parents of Sydney, age 5 months.
